HJD Capital Electric, Inc was contracted by the Port Authority of San Antonio to upgrade Anti-terrorism/Force Protection at two security entrances to the Air Force Civil Engineering Center, headquartered at Joint Base San Antonio-Lackland. This high security facility is home to a 1,900 person civil engineer field operating agency responsible for operations at more than 75 locations worldwide. AT/FP upgrades were required to bring the secured facility up to current standards and to provide restroom facilities to Force Protection employees manning the entrance gates. Capital also installed pier footings for inspection canopies at both entrances.

Upgrades to the entrances varied but in general the following systems were installed at General McMullen and Tinker entrances: (Work highlighted in blue is relevant to the CTIMR RFP).

• Stormwater controls including silt fence, curb and drainage grate inlet protection
• Demolition of existing asphalt entrance road and access road
• Realignment of entrance drives including grading, positive drainage control
• Moisture conditioning sub-base, additional road base, compaction
• Asphalt paving, concrete paving and striping
• Traffic control concrete barrier walls and traffic islands
• Asphalt speed bumps
• Parking lot paving, wheel stops and seal coat
• Installation of finger wedge barriers, pop-up bollards, traffic denial bollards, gate arms and associated controls
• Emergency lights and emergency generators with AT/FP enclosures
• Installation of CCTV security cameras
• new parking lot lighting and timers
• Duress System, alarms and controls
• Guard station restroom addition (ADA compliant)
• Upgrades including a restroom bullet resistant windows, roof, HVAC, new flooring and paint.
• Underground utility relocation/installation including sewer
• Stormwater, fire hydrants, portable water and electrical
• Landscaping including, tree removal/relocation, new tree planting, maintenance mowing
• New AT/FP fence and new AT/FP turn style
• Reconstruct AT/FP gates
• New canopy pier foundations
• New signage

Self-Performed: Capital performed Project Management, Safety and Health, Quality Control, grading, paving, seal coating, AT/FP installation, guard house renovations, electrical, exterior lighting and utility installation/relocation, landscaping, mowing. Percentage Self Performed 90%
